10月25日下午，国际奥委会、国际残奥委会、北京冬奥组委三方，共同发布了第一版《北京2022年冬奥会和冬残奥会防疫手册》（以下简称《防疫手册》）。
《防疫手册》分两本，一本适用于运动员和随队官员，另一本适用于所有其他利益相关方，将为他们前往和抵达*、参加冬奥会和冬残奥会、离开北京提供全面指导。
据介绍，《防疫手册》的制定主要考虑了六大原则：
一是简化办赛，最大限度减少非必要活动和环节，特别是压减人员规模；
二是坚持接种疫苗；
三是坚持闭环管理；
四是坚持有效处置，一旦发现疫情，科学精准及时处置；
五是坚持防控一体化，把冬奥会疫情防控全面融入主办城市疫情防控体系，确保赛事和城市安全；
六是坚持统筹兼顾，在严格落实疫情防控措施的同时，以运动员为中心，兼顾各方需求，提升参赛体验，创造良好条件。
《防疫手册》指出，北京冬奥会、冬残奥会参赛运动员xxx应接尽接xxx新冠疫苗。接种疫苗的运动员、少数通过医学豁免的运动员和随队官员，可在入境后直接进入闭环。
其他人员执行xxx二选一xxx政策：来华前14天完成全程疫苗接种者，入境后直接进入闭环管理；未接种或未完成全程接种的，入境后进行21天集中隔离观察。

2014年12月，国际奥委会在摩纳哥全会上通过了《奥林匹克2020议程》的40条改革方案，其要义是提倡节俭申办奥运，改进奥运会申办流程，让申办城市提出一个能兼顾体育、经济、社会及环境等长远规划的申办计划。
