闽北是福建省经济欠发达地区之一,经济增长速度已连续三年位居全省倒数第一,这样的区域经济严重制约电视广告业的发展。自从南平电视台和南平有线电视台实行两台合一以来,广告实行统一经营管理,统一价格和折扣,广告营业额虽然年年攀升,但广告总额增长幅度还远远少于闽南地区。体全台广告总额700多万元,如果所有电视节目都要付钱购买的话,每年要支付经费300多万元。对于广告营业额不高的电视台,就更不可能拿出更多的钱购买节目。随着电视事业的发展和电视频道的增加,电视台一方面要为提高收视率想方设法购买好节目,丰富电视荧屏,另一方面,为了节省节目购买费用,允许供片商以节目带广告冲抵节目购买经费。这种物物交换的做法,在市场经济条件下依然存在,有它合理、客观的原因。

一、电视节目带片广场对电视台有哪些利益?

1、取得播映权。电视节目带片广告抵偿购买经费是丰富电视节目的捷径。只要电视节目有带片广告,电视台就可以引进播出,拥有本地区一段时间(一般是3个月―1年)的播放版权。

2、节省经费。电视节目带片广告是一个赞助性节目,以物易物,实实在在节省电视台的购买经费,特别是对区域经济欠发达的电视台更有利。比如我台经常引进《大宝剧撤就是一个赞助性的节目,可以全年都在播放,而不用付节目购买经费,一年可节省数十万元。

3、存在就是合理。电视节目带片广告的方式在社会主义市场经济体系还不完善的情况下存在,有它的合理性。只要买卖双方愿意,供片商愿卖,电视台愿买,这种情况还会继续存在,不能一刀切。

4、不花钱能拿到好节目。这是电视台最简单的利益驱动。好节目,特别是大制作、大手笔、大场面,收视率高的好的电视剧,版权费特贵,一般地方电视台购买不起,即使买得起,也不知道能否拉到满额的赞助费。所以电视台往往看到眼前的.利益,允许供片商以广告交换节目,反正电视台有节目播放就行。例如,去年最走红的电视连续剧《还珠格格》,每集版权费少则三千元,多则一万元,多数电视台都购买不起,没有播放,而选择其它带广告的电视剧来播放。认为付出去的钱才是“钱”,由广告交换的不是“钱”。

5、不影响广告创收。电视台认为不花钱就能拿到好节目,而且在播放节目时广告部照样可以搞特约、拉赞助,为台里创收,这样既有社会效益又有经济效益,何乐而不为。

二、目前电视节目带片广告冲抵购买经费存的弊端

1、带片广告愈来愈长。电视节目制作商和供片商片面追求超值利润,违背节目本身的价值,增加带片广告时间,一般电视节目每集带片广告只有2分钟,供片商为了谋取暴利,就把电视节目每集增加到3分钟,甚至更多,有的电视节目制作商已经有带片广告,一转手到供片商那里,带片广告时间又增加了,无形中提高了节目价格。比如,南平台播放的电视节目1000元/每集,若每集带片广告达3分钟,以最低价格1000元/分钟算,供片商可以卖到3000元/每集(3×1000元/分钟),可获利200%利润。供片商认为,电视节目带片广告不管带多少,电视台都会播出。因此,为了最大限度地利用带片广告获得最大利润,在广告满额的前提下,供片商又以极低价格,再度增拉广告,为带片广告加码。这种低价倾销的方式,严重地冲击和搅乱了媒体的广告价位,形成一种杀鸡取卵的恶性循环。而媒体的资源和财源也在不知不觉中被剥夺。电视台失去了播出权,一味地跟着片商走。

2、分离播出带片广告。为了追求最大的利润,供片商往往把带片广告时间,在经电视台允许后,分离安排播出,并分离卖给广告公司或客户,有的甚至将这部电视剧未带满的广告时间,在下一部电视剧补上,造成广告低价倾销的混乱局面,使广告市场呈无序竞争状态。这不仅影响电视节目质量的提高,也因带片广告太多,早已引起观众的强烈不满。

5、容易引发官司。由于电视节目制作商、供片商都拉了带片广告,并与广告客户签定播出协议,而电视台只与供片商签定播出协议,一旦电视台由于某种客观原因出现误播或漏播,就容易引发连环官司,浪费精力和财力。

三、加强电视节目带片广告管理的对策

用带片广告来补偿节目经费是节目走向市场的方法之一,我们不能采取一刀切的行政干预,应给予正确引导。首先让电视节目市场繁荣兴旺起来,然后依据市场经济规律加以规范。其主要对策有:

1、成立一个电视节目评估机构(一般在省广播电视厅以上设立),根据电视节目制作成本和收视率的高低定出合理的价格,各电视台都能接受的利润率,不能单由制作商或供片商自己定价,随意增加带片广告时间。

2、电视节目带片广告应当归口管理,由电视台广告部统一经营。这样可以避免总编室在管理节目带片广告上的漏洞。天津电视台等单位已开始这种运作方式。

3、电视台引进的节目应由台编委会或评委会评定,结合本地实际和节目质量的高低,允许节目每集可以带多少广告时间,防止供片商成为电视台“第二广告部”。

4、总编室和广告部应通力合作,及时告知带片广告的内容和时间,并尽量控制带片广告价格,防止供片商低价倾销,避免广告资源的浪费。
