呈转性报告,是指业务主管机关或部门,依据有关政策规定或上级的文件精神,针对工作中存在的.普遍问题,或在一定时间和范围内要做出安排处理的事项,向上级机关汇报,并请求批转(转发)各地各单位贯彻执行的报告。这类报告中的工作安排和问题的处理,必须超越了业务主管机关或部门的职权范围,提出建议性处理意见,请上级机关批准。上级机关批转(转发)之后,就是上级机关的意见了,所属范围的单位和个人都要贯彻执行。如果是机关、单位自已职权范围内的事项及工作部署,则不需要上级机关批转(转发)。

标题。由报告机关名称、公文主题与“报告”组成。在这个报告之前,有一个批转(转发)的通知。

正文。呈转性报告,一般分为开头、主体、结尾三个部分。①开头部分。有两种写法:一是概述开展某项工作的依据、背景和主要目的;二是先概述某项工作情况,再进一步概述全面、深入地开展某项工作的依据、目的。概述工作要从宏观上阐述,一分为二,先肯定成绩,然后再说存在的问题,用词要恰如其分。均以“现将做好这项工作的意见报告如下”或“现就进一步做好xx工作,提出如下安排意见”等过渡语转入下一个部分。②主体部分。这部分涉及的内容多,范围广,又可分为做好某项工作的重要性或意义、具体的工作部署和保障措施三个部分。在写作方法上,可分条(项)撰写。第一部分一般是报告做好某项工作的意义,以达到统一思想认识的目的。第二部分的内容可分作几个独立的部分,用小标题,在序数上与第一部分并列,也可只作一个部分,撰写具体的工作部署、政策规定等。在党的路线、方针、政策和国家的法律、法规指导下,要写得具体、有针对性和操作性。最后一个部分一般写保障措施,即如何执行政策规定、落实工作部署,主要从组织措施、奖惩措施两个方面写。内容包括各级各部门要加强领导,部门要搞好配合协调,加强队伍建设,违背了政策规定和未完成任务如何处理等。③结尾部分。即在主体部分之后另起一段。常用语有:“以上报告,如无不妥,请批转各地各单位贯彻执行”,或“以上报告,如无不妥,请批转各地和有关部门执行”等。

撰写报告,还要注意以下七个问题:①报告与请示的区别。切不可在报告中夹带请示事项。②情况要真实。坚持实事求是的原则,有关材料、数据要核实、核准,不能有丝毫的虚假。③报告要及时。向上级机关报告工作、汇报情况、答复询问、提出工作建议,一定要及时,否则,事过境迁,既没有报告的意义,也会给工作造成损失。④中心要明确。要坚持一文一事的制度,围绕报告的中心内容收集材料和组织文字,抓住报告的主要方面,详略得当。⑤条理要清楚。对于比较复杂的情况、综合性工作等,都要按照逻辑规律组织材料,搞好全文布局,一个问题写完之后,再写另一个问题,确保结构严谨,不得张冠李戴、文不对题。⑥文字要精炼。尽可能以极简短的文字,反映更多的内容,把可要可不要的与报告主题贴得不紧的材料全部删去。⑦语气要恰当。要用概括性语言,陈述性、要求性语气,即应当如何做,不能怎么做,违反了如何处理等。

按照集团公司的安排,结合自己的工作实际,对集团公司公文处理情况进行了粗浅的调查,现将有关情况报告如下:

一、调研选题的目的

本人认为:公文是企业上传下达,下情上报,左右通联,交流信息,推进工作的重要工具。它涉及到企业的方方面面,是企业管理的重要内容和体现,同时,它对外也体现着企业的形象,展示企业的管理水平,自然也应是实践科学发展观的应有之义。本次调研的主要目的,对集团公司公文处理的现状有一个基本了解,总结经验,找出不足,为进一步加强完善公文管理提出建设性意见。

二、调研的方法

本次调研主要采取两种办法,一是对有关公文处理人员进行访谈。二是查找有关公文资料。另外,结合了自己平时了解的情况

三、调研结论

通过调研,本人认为,总的来讲,我公司的公文处理及写作是好的。一是从集团公司层面上看,领导是非常重视的,有的公文都是领导亲自起草撰写,大多数都要亲自修改,亲自审定。2、从集团公司上报和下发的文件材料,绝大多数质量还是较高的。但是仍存在一些问题。

1.程序不尽合理。比如,集团公司行文程序,由部门领导根据工作需要,责成有关人员起草—→部门领导审核—→公司分管领导签发—→办公室审稿—→印制—→下发。这里有一个问题,公司分管领导都签发了,办公室就没有必要再审核了。如果办公室审核时,发现问题,文件还发不发?显然这一程序不尽合理,应改为先由办公室审核后再由领导签发。

2.格式上不对路。在公文处理中,经常发现基层单位和部门草拟的公文格式不对。比如:文体格式不分,随意性强,往往“请示报告”一起写,这是不符合规范的;比如:下发“方案”、“意见”、“计划”、“规定”、“办法”等制度性文件,直接下发,按规范以上文种一般不直接下发,都要用通知发;比如:公司文件基本上没有按_办公厅公文规范要求,印“主题词”、“抄送”、“抄报”等项目;比如:有的公文分不清何种公文该用何格式,想怎么写怎么写,等等。

3.语言文字上不过关。从调研中发现,较多部门的公文语言表述的不严谨、不准确、不到位;逻辑上不合理、不顺畅,甚至有的前后重复,逻辑混乱;“口语”、“书面语”不分,不能规范使用语言文字等等。

4.内容上不到位。从本人审核过的一些文件材料中,可以看出有的文件材料,文不对题,前后重复,比如:一个安全工作的通知,前面写的重要性,后面又重复原话;有的是口吻不对,角度不正,比如:作为公司职能部门代表公司上报材料,往往写成部门的材料仅仅写部门的具体事,站不到公司的层面上考虑问题、撰写材料;有的贯彻上级文件精神的公文,不能结合企业实际,而是照搬照抄比如:有的公文出现“区政府”、“乡镇”等之关的地方组织的词语,就是明显例证。

四、调研分析

之所以产生以上问题,本人分析认为有以下几个原因。
