为加强房屋装饰装修行为管理，严厉查处违法装饰装修活动，确保人民群众的生命和财产安全，根据《xxx城乡规划法》、《青岛市城市规划条例》、《青岛市城市房屋再装修管理暂行规定》等有关法律法规规章的.规定，现就严厉查处违法装饰装修行为的有关事项通告如下：
一、禁止住宅房屋装饰装修有下列行为：
(一)拆除承重墙;
(二)在承重墙上开门、开窗;
(三)拆扩承重墙门膀、窗膀;
(四)破坏房屋梁、柱;
(五)在混凝土楼板上采用钻孔方式铺设木地板;
(六)破坏空心板烟道垫块;
(七)架空楼板上砌筑实体墙;
(八)拆动楼板或楼板上超标准增加载荷;
(九)改造利用非上人屋面;
(十)开挖地面、破坏建筑基础;
(十一)擅自拆除、迁移、改动、封闭或毁坏供热、燃气等市政公用设施的;
(十二)采用影响供水、排水、供电设施维修及正常使用的装修措施;
(十三)未经批准，擅自搭建建筑物、构筑物，改变建筑立面形式，在非承重墙上开门(窗)、窗改门;
(十四)侵占公共绿地、道路、设施和公共用房等;
(十五)其他影响房屋、市政公用设施合理、安全使用和侵占其它业主合法权益的行为。
三、对违法装饰装修行为的，任何单位和个人可向房产、规划、市政公用、城市管理行政执法部门举报。
四、各区市房产、规划、市政公用、城市管理行政执法部门及有关物业管理企业应当依法对房屋装饰装修活动进行严格管理，采取有效措施，及时对装饰装修活动进行监督检查;对违反本通告有关规定的，应当及时依法制止、责令改正和实施处罚、拆除。
违法装饰装修业主应当自觉履行行政机关的有关处理决定，对拒不整改或拆除的，执法部门依法组织强制整改和拆除，产生的费用由违法装修业主承担。
对违法装饰装修行为的，有关房管部门暂缓办理相关房屋权属登记等手续，对影响燃气设施安全使用的，依法予以停气，直至改正为止;对致使供热不达标和造成相关损失的，责任由违法装修业主承担。
五、业主和承接住宅室内装饰装修工程的装饰装修企业，违反本通告的有关规定装修和侵害其它业主的合法权益，应依法承担相应的法律责任。
